Project overview: The Connected Learning in Crisis Consortium (CLCC) is seeking a vendor to plan, execute, and deliver a project that includes creating an Interactive Playbook to accompany its website.

Goal for Launch: 24 January 2018

CLCC website

The CLCC website (http://www.connectedlearning4refugees.org) serves organizations that provide access to higher education, using connected learning pedagogical approaches. The static website was built in 2017 and serves as an information hub for the public. The current website uses WordPress as the content management system.

Interactive Playbook

The Interactive Playbook is envisioned to allow programs to add dynamic content without their having a high level of technical skills. The Playbook would be part of an integrated environment that would have three main components customizing the basic WordPress interface:

1)        An easy-to-use story submission page where users could add a variety of content (photos, links, videos, etc…),

2)        An easy-to-use moderation tool that would allow moderators to assign submitted stories to the appropriate pages without access to the Dashboard of WordPress, and

3)        A function allowing the selection and aggregation of stories to be published as a hard copy document.



Project priorities

The Interactive Playbook will:

–       create a repository of searchable case studies on connected learning in higher education in emergencies, organized around quality indicators (currently 4) that could include elements such as:

o   Lessons learned/promising practices

o   Student stories

o   Projects – contact info

o   Research articles

o   Links

o   Videos

–       ensure data integrity and protection

–       create an on-demand newsletter and mailing list from the stories submitted

–       moderate, using a multi-tier moderation strategy that allows for public/private access to articles/case studies

–       include a photo repository with rights management capability

–       map the entries to multiple pages

–       integrate seamlessly with an existing WordPress content management system to create a landing page with feature stories

–       allow for membership subscription

–       allow for the possibility of future translations in multiple languages of platform content

–       update the system as WordPress changes versions

–       push content to social media outlets, and

–       provide analytics on use.

Basic capabilities

Basic capabilities of the system should include:

–       A custom-built basic public-facing user interface to add cases to WordPress

–       A custom-built moderation page

–       WordPress integration

–       Rich Text/WYSIWYG content editing and style enforcement

–       Copy/paste from Microsoft Word including stripping of special characters

–       Creation/maintenance of shared assets and the ability to browse reusable content

–       Support for uploading of rich text, plain text, HTML(5), image, files (PDF, Word, Open), dates, Flash, Video, links, embedding content

–       Support for publication date, expiry date

–       Tagging capability to map categories for site visitors (using schema.org taxonomy)

–       Integration with social media outlets to allow sharing and embedding

–       A function permitting the moderation of comments

–       A geolocation field to map articles to an interactive map

–       URLS that are SEO-friendly for external searching capability

–       Link to analytics to determine site traffic

–       Responsively designed pages that can be previewed prior to publishing

  • Management of user authentication and custom roles (allowing for multiple roles)
  • Management of the order of stories/articles and how they appear (chronologically or by specific ranking)
  • Ability to filter by region, by challenge, by tools, by content/organization type, by technology parameters.

Statement of Work

This Statement of Work (SOW) describes the project activities and requirements for a digital development team to create the Interactive Playbook. Project activities will include, but are not limited to, planning and requirements gathering, content and site architecture analysis, personas/user flows, concepts and prototypes, usability testing, browser/platform testing, and implementation.

The vendor will provide training and detailed documentation permitting the CLCC to continue maintenance in-house.

As part of the initial phase of the project, the vendor will define the project plan (based on the accepted proposal), including all of the specific phases, milestones, deliverables, timelines, and budget implications. The plan will be designed around a version of the following phases: planning, design, building, testing, implementation, training, and ongoing support. The vendor will offer end-to-end professional services for designing, building, implementing, and training based on web design and development best practices.

The vendor will work with the CLCC project manager to obtain management approval of new designs, features and site architecture at each stage of the process. The vendor will include reviews between project phases to provide an opportunity for the CLCC to review the work performed to date and the approach planned for subsequent phases. The acceptance of all deliverables will reside with the CLCC coordinating institutions.

Project timeline

The period of performance for the Interactive Playbook is approximately 3 months from the signing of the contract. All work shall be completed within this timeframe. Any modifications to the schedule shall be agreed to by the CLCC.

Experience and qualifications

To provide evidence of the capability to fulfil the work requirements, the vendor shall confirm address the following in the proposal:

–       At least 5 years of relevant experience delivering large-scale projects

–      Expertise in IA and UX/UI to drive flexible design that performs effectively on desktop, mobile devices, and tablets across all operating systems and multiple browsers

–       Experience developing interactive, database-driven websites with open source content management systems

–       Experience creating multilingual websites, including with RTL support

–       Experience testing and analyzing user experience with websites

–       Ability to estimate, plan, schedule, monitor, and deliver according to agreed-on milestones

–       Experience working with the non-profit or public sector.

Instructions for submission

Proposals are limited to 10 pages, single-spaced, 11 pt. font. Please include the following elements in your proposal:

Company profile

–       Company overview and history – how long the company has been in business, number of clients, number of current employees, areas of expertise, etc. Project plan, approach, considerations

–       A detailed explanation of all project phases, milestones, deliverables, timelines, and budget implications

–       What role(s) the CLCC will play in the project and your method of choice for communicating with the CLCC during the project

–       A description of how user testing will be conducted at various phases of the project

–       The site security plan with specific steps and utilities used to ensure a protected site

–       Information on compliance with the new European dta protection law and other relevant applicable laws

–       Site replication/failover procedures.

Project team

–       Name, title, expertise, project role of each team member

–       Explain roles they played in the example projects (see below)

–       Résumés (to be included in an appendix).

Website development experience

–       Examples of projects that demonstrate relevant experience.


–       Cost proposal should include a proposed payment schedule per phase, tied to successful completion of significant project milestones.


Items that may be placed in an appendix include: résumés of staff proposed to complete the work; and links, screenshots, or additional materials related to the example projects.

–       Oral presentation (for shortlisted candidates only, as required)

–       Submission of a response to this RFP does not bind the CLCC to engage the vendor to provide the requested service. The University of Geneva, as the grant-holder of the CLCC, reserves the right to reject any and all proposals, to accept any proposal terms it deems to be in the best interest of the institution and of the CLCC, to waive any formalities in proposals submitted, and to waive any minor irregularities or discrepancies in proposal procedures.

Dr. Craig Zelizer is the Founder of PCDN.global, which connects a global community of changemakers to the tools, community and opportunities to build careers of impact and scale change. He has strong experience in the development sector, academia and social entrepreneurship. From 2005 to 2016 he served as a professor in the Conflict Resolution program at Georgetown University (where he still teaches). He has led trainings, workshops and consultancies in over 20 countries organizations including with USIP, USAID, CRS, Rotary International and others. Craig is a recognized leader in the social sector field. He has received several awards including George Mason’s School of Conflict Analysis and Resolution’s alumni of the year award and an alumni career achievement award from Central European University. Dr. Zelizer spent two years in Hungary as Fulbright Scholar and was a Boren Fellow in Bosnia. He has published widely on peacebuilding, entrepreneurship, and innovation in higher education.
