Overview of the Position

The Finance Manager will be dedicated to budget monitoring and reporting for an anticipated USAID-funded staff augmentation project and work closely with the Program Management Office (PMO) Team. Working closely with the Finance and Accounting team,  Contracts, and Executive Management, the Finance Manager will capture detailed project costs, prepare forecasts, support project payroll processing, support on-boarding estimates for new staff, and work with the travel team for trip reconciliations and reimbursements to project staff.

This position is contingent upon award.

Responsibilities

Manage all financial activities for the project.
Prepared monthly, quarterly, annual, pipeline and accrual reports.
Respond to Ad-Hoc reporting requests from Contract Officer Representative (COR) related to financial reporting.
Ensure financial reports meet USAID needs for reporting.
Lead account code setup for all costs incurred to ensure granular level tracking.
Monitor and update financial tracking documents to reflect current status of funds.
Inform Contracts group regarding Subcontractor Spending and funding needs.
Review all travel expense reports for accuracy and ensure timely submission for payment.
Track accounts payable and receivables and oversee proper allocation of invoices to funding source and expense categories.
Identify and analyze trends in the receipt, obligation, and expenditure of funds in relation to each division, program element and project objectives.
Assist both employees and managers with submitting and approving online timesheets.
Ensure compliance by all assigned GHSI staff to the company’s timekeeping requirements.
Prepare and administer payroll for all GHSI employees, including auditing payroll processing reports for accuracy, and ensuring all salaries are paid accurately and in a timely fashion.
Implement salary increases, bonuses, vacation payouts, while maintaining detailed records and documentation of payroll functions for audit purposes in accordance with statutory requirements.

Qualifications

Master’s degree and at least 7 years of relevant experience or equivalent combination of education and experience.
Proficiency of Deltek CostPoint.
Advanced Excel skills including experience creating financial reports.
Familiarity with USAID rules and regulations.
Proven leadership, management, communication and interpersonal skills.
